Brown's resignation scared a fresh offer out of the Tories, with them tabling the offer of a referendum on the Alternative Vote (AV) system.
But Labour has topped that with the now trademark Gordon Brown doubling up negotiation style – not just one electoral reform offer but two:
Labour is understood to have offered the Lib Dems a bill to introduce the Alternative Vote system, followed by a referendum on full proportional representation.
