The key issue for me is the apparent evolving nature of Stephen Harper's explanations of why Bruce The Mechanic Carson was granted the highest level SECRET security clearance by the Privy Council.
This is what Harper first said was the reason the Privy Council gave Carson that clearance in 2006 when Harper became prime minister and wanted Carson working as a senior advisor in the Prime Minister's Office (PMO):
"He was well-regarded. On that basis, the Privy Council Office gave him a security clearance," said Harper.
At that stage, Harper said, he was aware of Carson's first two criminal convictions, when he was a young lawyer back in the 1980s, but believed that Carson had rehabilitated himself.
