Harper says he still wants to do away with the per-vote subsidy but now says it will have to wait until his Conservatives get a majority and then only after negotiations with other parties to help them “adapt to the new reality.“Unless we have a majority government, we’ll never attempt to change because we know that in a minority government you can never move this forward,” Harper said during a campaign stop here.
